Ànî Làyàs̺o Higu̹ (/ˈənɪː/ /ləˈjəs̺o/ [holy; sacred] [top (clothing)]) is a temperate Large City located in the Duatia Department of the City-state of Kakoray.
The name Ànî Làyàs̺o Higu̹ is derived from the Sylvin language, as Ànî Làyàs̺o Higu̹ was founded by Ceryl, who was culturaly Warrenese.
Climate
Ànî Làyàs̺o Higu̹ has a yearly average temperature of 7°C (44°F), with its average temperature during the summer being an icy 26°C (78°F) and its average temperature during the winter being a cool -11°C (13°F). Ànî Làyàs̺o Higu̹ receives an average of 265 cm/y (104 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Ànî Làyàs̺o Higu̹ covers an area of nearly 263 km2 (105 mi2), and an average elevation of 4010 m (13156 ft) above sea level.
Overview
Ànî Làyàs̺o Higu̹ was founded durring the late 18th century in early winter of the year 1692, by Ceryl. The establishment of Ànî Làyàs̺o Higu̹ was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Ànî Làyàs̺o Higu̹'s construction back out of the project. Ceryl pushed on reguardles, and Ànî Làyàs̺o Higu̹ was finished, but starts off as a terible place to live.
Ànî Làyàs̺o Higu̹ was built using the conventions of Warrenese durring the late 18th century. Naturaly, all settlmentss have their own look to them, and Ànî Làyàs̺o Higu̹ is no diffrent. The city's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Ànî Làyàs̺o Higu̹ is buildings are arranged arrounded a highly ordered system of spacious cobblestone streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The city is defended by arcane means. It's hard to spot at first, but there's a tell tell shimmer in the air arround Ànî Làyàs̺o Higu̹, and you can spot the ocasional warding glyph carved into a rock or tree all arround town. These mystical defences are ancient, unknowable, and unassailable by current means... Assuming everything is in working order. Otherwise, the wards are little more than a deathtrap. Unfortuantly, these Relic of the World That Was are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
A look around Ànî Làyàs̺o Higu̹ gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a city, and more like a spot people just happened to place their homes.
Civic Infrastructure
Ànî Làyàs̺o Higu̹ possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.

Ànî Làyàs̺o Higu̹ possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Ànî Làyàs̺o Higu̹'s grid is powered by a direct leyline tap.
Ànî Làyàs̺o Higu̹'s old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Ànî Làyàs̺o Higu̹ has a first rate hospital which caters to anyone in need of long term medical care.
Ànî Làyàs̺o Higu̹ has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Ànî Làyàs̺o Higu̹ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ànî Làyàs̺o Higu̹'s natural decorations nor waterways.
Ànî Làyàs̺o Higu̹ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Ànî Làyàs̺o Higu̹ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Ànî Làyàs̺o Higu̹ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Ànî Làyàs̺o Higu̹ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Ànî Làyàs̺o Higu̹'s garrison was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.
Due to the actions of local Kami, summer is short in Ànî Làyàs̺o Higu̹.
The Skin Stitcher near Ànî Làyàs̺o Higu̹ are known to be almost tame, such that they can be put to domestic use.
Ànî Làyàs̺o Higu̹'s citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves line dance to channel Illusion energies of tier 2 via chanting.

In time immemorial, reportedly some time during the late 2nd century Ànî Làyàs̺o Higu̹ was struck by a devistating earthquake. The quake brought ruin to Ànî Làyàs̺o Higu̹, which lost 196 people, 280 livestock, and 79 buildings in the earthquake. The day of the quake is remembered by many as Cursed Fates's Day.
